Why a "skipped" run did not run (WorkflowRun.skipReason). Server-written, from a closed set; an app can neither mint nor spoof a value.
LOCK_CONTENTION means the run's declarative lock was held and the workflow declared onContention = "ignore", so the platform elided the run instead of failing it: it is a stored, listable record that the work did not happen, and it produces no error analytics.
